Business: Specifications Contract issues

Should a Specification contract be initiated alone without the Website Design and Development. I am used to having it part of the total package, with a opt out option for both parties after the Specification. I was asked by a client recently and would like opinions of this forum...pros and cons.

Can you explain what you mean by Specification please? Is it some thing like an audit of a website plus recommendations for improvements?
