Graphics: fireworks symbols creation

When I convert a graphic image to a symbol, the newly minted symbol usually creates transparent padding around the image, making the symbol size larger than the original image size.
Is there any way to force the symbol size to be the same as the image size?

the source of the problem has been identified - Gaussian Blur extended the effective size of the image when converting to symbols.
Now I just have to figure out how to work around this issue.
