Layout: CSS Rollovers, no JavaScript

I can easily make those film-strip rollovers in CSS.  But is there away to do this without the image quickly disappearing and reappearing.

I don't like the images flashing quickly.

I've never seen that happening. What's you setup - computer, OS, browser etc?
