The design of the site is very well done, but I would like to see a little more content before giving a full review.

I normally advise against a strictly flash-based site simply because you have to work much harder to get indexed by search engines. There's also the possibility (although a small one) that a visitor will not have Flash installed and they'll see a completely blank page.

I my opinion, flash should be used sparingly on the page and only where it makes sense. You can cut out most of the flash by creating a CSS-based navigation menu with links to separate pages and only use it for the ministry's banner (since this is the only piece that actually needs to be animated). Again though, I would like to see the full site before making a final judgment call on what to keep and what can be changed.

My first reaction would be to remove the splash page. Visitors are already at your site, so there's no real need to get them to click again. Splash screens can also have a negative impact in your search ranking, since to them there's no content on the homepage. Remove this and put the most important information you want to convey on the homepage.

Next, I see you have a table-based layout which was made from slices and spacer gifs. While still a valid and useful technique for beginners, it bloats the size of your html pages and can be a pain when it comes time to make changes.

The preferred method now is to keep as little presentational markup in the html as possible and instead use CSS to position and style the elements of your page. It's understandable if you're just getting into web design (as I suspect this is your first site), but there are tons of great tutorials online to help you along the way. Take a look in the article archive here for CSS primers or elsewhere online.

As with the Omar, I'd like to see more content before I give a full critique of the site. I'm a firm believer that the content of a page is much more important than how it looks. If you don't have original or well-provided content, no amount of presentation will help it. It's like putting dressing on a loaf of bread.
