Layout: New Developer Needs Help!!!!

Hello, I am a programmer/analyst using Oracle Financials 11i AR,AP, GL, and Cash Management, Developer2000 Forms and Reports, UNIX... etc....( I am a baby at this), I would love to learn more about web design and just don't know where to start..... Can you give me some direction to get started? I want to be able to design a simple page that will be used for inputting information, how do I do this....

Jeff Zeldman http://www.zeldman.com/daily/0804d.shtml#virgin recomends the latest book by Elizabeth Castro, Creating a Web Page With HTML, Visual QuickProject Guide. I haven't read it, but I've read other books she wrote. And if Zeldman says it's good, that's good enough for me!
