Markup: Effects with cursor over hyperlinks

Hey All,
Bit of an introduction. I'm a student of web design and live in Perth, Western Australia.
I have a very simple question. How do you get the effect of a hyperlink (or any text) 'glowing' or increasing in size when the cursor is placed over it? Can this be defined in a style sheet?
Appreciate any help.

I think what you've seen is not really text, but A GIF or JPEG with images of text in the image. Javascript can can make one image replace another when the cursor moves over it. CSS could make the text (real text) bigger or a different, possibly lighter color when the cursor is over it.
I'm not sure what you mean by "glowing." If you just mean that the text turns a lighter color, CSS could do it easier than Javascript. If you you're looking for a kind of fuzzy aura around the text, a Javascript image swap is what you need.
