Links don't bring in traffic if they are from directories or crap sites that nobody visits.

It's all about the quality of the links and knowing where to find them. Where other websites does your target market visit online?

Do some research into your keywords/industry/competition/customers/etc and you'll probably find some great links out there that will bring in tons of traffic!

Analyze your keywords/website analytics and check bounce rates... optimize pages as needed.

Add articles and keyword content pages as needed

Add value for customers

well that's not entirely true.
links can bring traffic even in "crap sites" as long as they are being read by search engines.
true that it would not be a direct traffic feed but they will raise your site pr and therefor make you more visible in the search category you're after.
so invest time in these sites too cause not only it will raise you but you will also raise the other site and more traffic to it means more traffic to you
