Promotion: Raising Link Content

Does anyone have any solid ideas of where to raise link content for a site (sites that link to you) Yahoo directory would seem the best bet, but at £199 a pop with no guarantees for inclusion (commercial site fees).
There are a number of other directories, but i'm not sure what impact they have on link content - DMOZ isn't the beast it used to be and the other free once are pretty unheard of.

The best way to increase link popularity is to increase content on your website. That way, all links that come will be quality links and will help your rankings. A good resource for directories to submit to is : http://www.isedb.com
