Hi,

Can search engines read meta tags if they are included using PHP on a page? I think they can, but I'm not sure...

Yes, search engines access web pages very much like we do - so the server will already have processed the PHP and search engines will see the meta tags in the page as you would if you browse to your page and View Source.
