Here are some servers prepackaged for windows with php, mysql, etc.

or FoxServ, which offers "the latest version of all included packages." I have not tried it myself, but I might in the future...

XAMP is a popular piece of software for windows that sets up apache, ftp, php, etc all really easily.
Personally i use EasyPHP but thats only because i didn't know of XAMP at the time.
