I would recommend php instead of .net environment. Several reasons:

plenty of frameworks available for free:
(Joomla, WP, Drupal, etc).

All have been well tested by millions of installations around the world.

Great platform compatibility:
(all windows IE, FF, SF, Chrome, etc, as well as mobile platforms).

They are both very powerful.

I've developed 100's of windows application using .net, moving them to say an intranet is quite easy as most of the code-behind does not need changing.

PHP however, is only web based!

The reason I use both is simple, cost.

If I have a builder says he wants a website, I know it will have to be affordable, which means me putting in a less time as posible, which mean template and WordPress/PHP is by far the best way to do templates. http://www.cyberserv.biz is an excellent example of this.

The builder is happy, I'm happy, PHP, perfect!!

Now if a larger company wants a desktop application which processes orders from and extranet interface used by 250 sale people, I would instantly think .net.

I can code everything in one interface (Visual Studio), use many pieces of code on both systems, and access SQL data with ADO.

The company is happy, I'm happy, .NET, perfect!!
